We must never think, not for one moment, that God does not hear our prayer. But let me bring it a step further because not only does He hear our prayers, He hears every word we speak. God hears, and when God hears, He answers. In actuality, it's not that God doesn't hear us, it's that we don't hear God.
Our issues come when we don't receive and understand God's response to us. I often share of the time when God spoke to me and said "Beatrice, no father wants his child born deaf." What does this say? It tells us that, if we being human, want our children to be able to hear our voices, how much more does our heavenly Father, who is great, and awesome, and loving, and caring, and nurturing, how much more does He want us, His earthly children to hear His voice? God never intended for us not to hear Him. From the time that He walked with Adam and Eve in the cool of the evening, in the garden of Eden, He wanted mankind, His sons and daughters to hear Him. That never changed. 
One reason we don't hear is because we try to hear in our flesh. God is not flesh, God is Spirit. We must learn to listen to Him the same way we praise Him; in spirit and in truth. We must listen and hear God's voice in our spirit man and not in our flesh man. It's not in the mind that we hear,  although we need the mind, our intellect, for understanding. It's not in our hearts, although we need our heart, the seat of love, so that we understand that He is a God of love and that He loves us with an everlasting love. But it's in our spirit that we learn to hear God's voice. However, when we hear Him, we must know that what we are hearing only Him. 
Remember, a strangers voice they will not follow. We will know that what we are hearing is God because it will line up according to His word. Sometime ago I shared that we must learn to speak God's language. God's language is the Bible. When we speak to Him according to His word, the Bible, He hears us. When God hears, He answers and when He answers it will be in His language, the Bible, line upon line, precept upon precept.
The Psalmist said, the Lord hears the needy. Again he said, I sought the Lord and he answered me. God hears you and He answers you. 
Psalm 40:6 Sacrifice and offering you did not desire—but my ears you have opened—burnt offerings and sin offerings you did not require. Here the Psalmist was speaking of his spiritual ear and of being able to hear God in a way that he had never heard Him before. Never for one moment allow yourself to believe that God does not hear you or worse yet, that you cannot hear God. Let me say that we will always, always need our pastors, preachers, teachers, prophets and evangelists to speak God's word to us. But there has never been a time when God did not want each of His children to hear His voice as well.
Psalm 34:15 The eyes of the Lord are on the righteous,and his ears are attentive to their cry; Always remember, God's eyes are always upon you, His ears are always attentive and open to you. He's consistently listening, ever alert and eternally aware of your cry, your prayers and your words. He may not  always give you the answer you want or desire, but He does answer because He does hear. Trust him, He hears you, and when God hears, He answers. Ask Him to pierce, to open your spiritual ear and learn to hear His voice.
